The Council Chamber of Vorlaxion Gallifrey was unusually calm. It was the sort of silence that only existed before history decided to change direction.
Lady Rowan Jinx-Fae Thursday was among the first to arrive, offering a polite greeting as she adjusted the uncomfortable ceremonial collar around her neck. She admitted she had not been certain how formal the gathering would be, only to discover that even Lord President Chronotis appeared unsure why everyone had been summoned. That uncertainty settled over the chamber like gathering storm clouds.
The Lord President explained that this had never been intended as an official Council meeting at all. Their concern lay elsewhere. Lord Darkfyre, Director of the Celestial Intervention Agency, had departed Gallifrey after mentioning an investigation into troubling reports from the Khepri Sector. Since then, nothing. No updates. No explanations. Just silence. For a Time Lord, silence was often far more dangerous than bad news.
Lord Serpentine immediately questioned what fresh trouble Lord Darkfyre had managed to find, while Lord Conundrum admitted the mystery sounded almost exciting. Nearby, Lord Designer quietly observed the growing discussion, intrigued but offering little beyond a raised eyebrow.
Before long, the room continued to fill. Lord Maltheus arrived with a courteous greeting, followed by Lord Winters, Castellan of Vorlaxion, whose presence immediately lightened the atmosphere with his dry humour. Lady Lilliana slipped quietly into the chamber as well, taking a seat among the gathering while the mystery unfolded around her.
The conversation briefly drifted toward happier matters. Lady Rowan asked after Lady Roxy, whose recent regeneration had become the subject of quiet curiosity throughout Gallifrey. Lord President Chronotis smiled warmly as he explained that she was becoming acquainted with her newly grown TARDIS. Like many newly bonded Time Lords, she had enthusiastically redesigned its architecture, transforming the console room into something unmistakably witch themed.
The discussion wandered naturally into the strange emotional bond between Time Lord and TARDIS. Lady Rowan spoke thoughtfully about the relationship, describing how a ship’s architecture was more than simple design. To a TARDIS, rooms were conversations. Corridors were emotions given shape. Lord President Chronotis admitted he had almost forgotten how profound that connection truly was after centuries with his own faithful ship. Even Lord Serpentine fondly recalled meeting his own TARDIS for the very first time. It was a welcome distraction. But only for a moment.
Eventually the Lord President returned to the real issue. Had anyone heard from Lord Darkfyre? Every answer was the same. No. The Celestial Intervention Agency remained as secretive as ever.
Lord Conundrum confessed that the Agency rarely shared its activities with anyone outside its inner circle. Lord Maltheus agreed, dryly remarking that the CIA had never exactly been known for transparency, especially considering their less than stellar history of manipulating Dalek affairs before the Last Great Time War. Lord Winters simply called them sneaky. Lady Rowan was considerably more colourful in her description, suggesting the Agency probably spent far too much of its budget on black robes, leather clothing, and maintaining an air of unnecessary mystery.
Even the Lord President admitted his confusion. If the Director of the CIA was leaving Gallifrey to investigate something serious enough to mention personally, why had he not informed the High Council? The only message Lord President Chronotis possessed was brief. Reports from the Khepri Sector had revealed an unsettling pattern. Nothing had been confirmed. Lord Darkfyre intended to investigate personally and report back once he had something concrete. That report had never come.
As theories spread around the chamber, concern steadily replaced humour. Lord Serpentine offered to use his beloved TARDIS to establish communications, although his ship appeared either unwilling or unable to comply. Lord Winters joked that perhaps the TARDIS simply had better judgement than its pilot, earning quiet laughter that quickly faded back into uneasy silence.
Lady Rowan wondered aloud whether the Matrix could simply monitor Lord Darkfyre’s TARDIS. Then she remembered. CIA clearance. Of course it would be blocked.
The room grew thoughtful. Lord Designer quietly summarized the situation with unsettling precision. The Director of the CIA was missing. He had failed to attend a meeting concerning his own investigation. Nobody knew where he was. Nobody could contact him. And considering Time Lord technology, he could quite literally be anywhere across ten billion years of history. No one found comfort in that observation.
With no better options available, Lord President Chronotis ordered the group to relocate to the Matrix Communications Centre. The walk itself became an unexpected source of amusement. Lord Conundrum dramatically complained that his legs were exhausted from the endless walking around the Capitol. Lord Winters promptly recommended a gravity gym to improve his stamina, while the Lord President exaggerated his own shortness of breath after the remarkably brief journey. For just a few moments, the mystery seemed to loosen its grip.
Then the Matrix came alive.
Lady Rowan volunteered to search the archives while the others gathered behind her. She uncovered information on Khepri III, a relatively obscure world once connected to the Cyrennhic Empire. Its atmosphere was unpleasant, its history largely unremarkable. Until she noticed something that should not have existed. Several nearby civilizations had undergone catastrophic collapses that were absent from the expected Web of Time. History itself appeared… wrong.
The discovery silenced the room. Lord Designer frowned immediately. Lord Winters observed that someone appeared to be tampering with the natural flow of history. Lord Serpentine reminded everyone that such crimes were among the gravest imaginable to Gallifrey.
The investigation continued. Another reference surfaced. Torchwood.
The name meant nothing to Lady Rowan beyond sounding strangely suggestive, but Lord Designer immediately recognized it from his own experiences working alongside the Earth organisation in different centuries. He carefully explained Torchwood’s long history protecting Earth while questioning how it could possibly connect to events so far beyond Sol. Even so, something linked the files together.
The mystery deepened further when Lord President Chronotis discovered references to missing children. Lady Rowan unearthed additional records involving narcotics trafficking, extortion of less advanced civilizations, suspicious radio transmissions, and violations of the Temporal Interventions Act. None of it seemed connected. Yet somehow Lord Darkfyre believed it was.
Lord Conundrum noticed an archived audio recording that Lord Darkfyre himself had accessed only days earlier. With permission from the Lord President, the recording was played. The chamber fell into uneasy silence. Children. Disappearances. Entire populations suffering under unseen forces.
Yet Lord Designer remained cautious, reminding everyone that Gallifrey could not intervene every time another civilization suffered tragedy. Unless time itself had been altered, these were not Gallifrey’s battles to fight. Lady Rowan countered that the unexplained collapses surrounding Khepri suggested precisely that. Something had disturbed the intended pattern of history. They simply did not yet know what.
Then everything changed.
As the debate continued, Lord President Chronotis felt his communicator vibrate. The room instinctively fell silent. He read only the subject line.
“URGENT. Galactic regional threat identified. Intervention required. Location: Khepri III. Reason: The 456 positively identified.”
The words echoed through the Matrix chamber. Lord Conundrum looked completely baffled. Lord Serpentine asked what a “456” even was. Lord Maltheus deadpanned that it sounded suspiciously like a bus route. Only Lord Designer’s expression darkened. He knew the name.
Drawing upon old Torchwood records, he recounted the horrifying story of an alien force known only as the 456, creatures that had once manipulated humanity itself into surrendering children in exchange for false salvation. Whether “456” was their true name, an alias, or merely a designation remained unknown, but one fact stood above all others. Their arrival anywhere was never good news.
The realization spread slowly across the room. If Lord Darkfyre had connected the disappearances on Khepri III with the 456, then perhaps the missing children were only the beginning. Perhaps the unexplained collapses of neighbouring civilizations were not isolated incidents after all. Perhaps something ancient had returned.
Lord Serpentine briefly feared his TARDIS had detected a Time Lock surrounding the entire system before sheepishly admitting the reading appeared to be nothing more than overworked circuits. Lady Rowan quietly suggested his faithful ship might simply be overdue for its five hundred year service. Even amid growing danger, Gallifrey’s wit survived.
The Council considered immediate intervention. Lord Maltheus proposed placing a TARDIS crew on standby in case Lord Darkfyre had already become a prisoner. Lord Serpentine volunteered to depart immediately. Lady Rowan firmly advised against allowing that particular course of action, diplomatically suggesting there was little benefit in making an already delicate situation worse. To everyone’s surprise, Lord Serpentine agreed.
In the end, Lord President Chronotis reached the only conclusion available. He transmitted a message instructing Lord Darkfyre to return only if it was safe, but to clarify the threat as soon as possible. Until then, Gallifrey would prepare. No one left believing the mystery had been solved. Only uncovered.
As the meeting came to a close, Lord Designer departed for a long delayed hunt on Raxacoricofallapatorius, hopeful his TARDIS would finally cooperate. Lord Winters offered his farewells with characteristic humour. Lord Maltheus returned to his scholarly pursuits, though his thoughts clearly remained fixed upon Khepri. Lord Conundrum accepted that there was little more to be learned until the Director returned. Lady Lilliana quietly slipped away after witnessing the extraordinary discussion.
Lady Rowan gathered her forgotten headdress before leaving the Matrix, offering one final hope that their absent Director would soon return. Lord President Chronotis remained behind for only a moment longer, staring at the silent communicator in his hand.
Somewhere beyond Gallifrey, in the shadow of the Khepri Sector, Lord Darkfyre had discovered something alarming enough to summon the High Council into action.
The question was no longer whether danger existed.
The question was whether Gallifrey had already arrived too late.
